In a mixing bowl, stir together 1 cup of flour and ¼ cup confectioner's sugar. With a pastry blender cut in butter, until mixture clings together. Pat into an un-greased 8x8x2 baking dish. Bake at 350 degrees for 10-12 minute.
In another mixing bowl, beat eggs, granulated sugar and lemon juice. Beat until slightly thick and smooth, 8-10 minutes. Stir together 2 tablespoons flour and baking powder, add to egg mixture. Blend until all is moistened, pour over baked layer.
Bake for an additional 20-25 minutes. Sift confectioner's sugar over the top. Let cool, cut into squares.
